Medical negligence: Should doctors on probation tell their patients?

A review by this newspaper found that 43 doctors in the East Bay and South Bay are on probation for offenses such as sexual misconduct with patients, medical negligence, overprescription of narcotics and substance abuse problems. They're not required to tell their patients about it — a fact that infuriates patient advocates and has prompted state Sen. Jerry Hill, D-San Mateo, to propose a law that would make such a disclosure mandatory.
