Autistic Oakland boy restrained 92 times in 11 months by Concord school

The U.S. Department of Education found the Oakland Unified School District discriminated against Stuart Candell by allowing him to be prone restrained and secluded for up to 2,200 minutes during one school year. The district was ordered to sever ties with the Anova Center for Education in Concord where this happened and any other schools that allow prone restraint.
